As a follow-up to yesterday's post (that FY 2007 Schedule C was missing), we have turned up a copy, and now all eight years' worth of Schedules C's during Christine Quinn's speakership of the New York City Council are now uploaded onto Scribd. These are public documents, yet FY 2007 was not publicly available. Maybe it was because the FY 2007 Schedule C was used by The New York Post to expose the fact that Speaker Quinn had used fake charity groups to hide a political slush fund to dole out to her supporters. Christine Quinn William Rapfogel Met Council Fraud Slush Fund Investigation Connection

BREAKING : The leader of yet another charity group that receives discretionary funds from Christine Quinn's political slush fund has resigned today from an organization due to an impending investigation into financial improprieties. This morning, the Metropolitan Council on Jewish Poverty issued a statement announcing the immediate termination of its chief executive and president, William Rapfogel. (Attorney General Investigating Power Broker William Rapfogel) Under Mr. Rapfogel, Speaker Quinn has consistently funneled money to the Met Council, even when those allocations came under scrutiny for their regularity. (Christine Quinn Grants Slush Funds to Metropolitan Council) According to WNBC, "Sources familiar with the investigation said the probe is examining what happened to some of the organization’s funds and whether any of that money might have been improperly funneled into the political campaigns of some New York City mayoral candidates." (William Rapfogel Jewish Charities Metropolitan Council Investigation) We know from prior reports from the Daily News that Speaker Quinn has awarded hundreds of thousands of dollars in discretionary funds to nonprofit groups that have helped her mayoral campaign. Indeed, just last month, when Speaker Quinn's mayoral campaign was in trouble because of Anthony Weiner's ascendant, insurgent campaign, Speaker Quinn's closest political advisers were invited to an emergency strategy meeting to help fluff up her then-troubled mayoral campaign. The invitees to this emergency strategy session included Metropolitan Council on Jewish Poverty CEO William Rapfogel. How could there be an arm's length distance between Speaker Quinn and the Met Council if the charity group was helping her strategize her electioneering strategy ? Were slush funds payments or kickback campaign donations part of this emergency strategy ? Hmmmmmmmm......?

According to The New York Times, "Investigators are, among other angles, looking at the relationship between Mr. Rapfogel and Century Coverage Corporation, an insurance company based in Valley Stream, N.Y., according to people familiar with the investigation. Investigators are focusing in particular on generous contributions that the company’s chief executive, Joseph Ross, and other employees have made to candidates for New York City offices. The company’s employees have given almost $120,000 to various candidates since the late 1990s, including $26,175 to several candidates in 2013. Company officials could not immediately be reached for comment."

But a report generated today from the Campaign Finance Board shows not campaign donations from 2013. This report was generated from a search by employer that begins with, "Century Coverage." Were the 2013 campaign contributions deliberately not fully disclosed to the Campaign Finance Board ?

City Council Community Outreach Does Campaign Outreach For Christine Quinn

The Community Outreach Unit of the New York City Council, a taxpayer-financed office that has organized rallies to protect student subway discounts and sponsored adult education fairs, frequently functions as something else as well: a publicity and public relations machine for Christine C. The New York Times described the Community Outreach Unit, a taxpayer-financed group of many political operatives, as almost entirely focused on propping up Speaker Quinn's political image, which would benefit her mayoral campaign.

"Inside the community outreach office recently, there was a photograph of Ms. Quinn handing a plaque to Whoopi Goldberg. Below, a dry erase board bore reminders about two coming events the group helped organize: a breakfast for women of faith and a celebration of Irish culture. Ms. Quinn was the featured speaker at both. At the Irish event, the unit’s workers escorted to their seats prominent Irish-American families, including relatives of Thomas Manton, the former chairman of the Queens Democratic Party, whose backing was crucial to Ms. Quinn’s election as speaker," The New York Times reported.

This isn't the first time Speaker Quinn has been accused of using taxpayer money for her campaign.

A former deputy chief of staff to Council Speaker Christine C. Quinn who recently served as a top aide to Mayor Michael R. Bloomberg’s re-election effort has been fined for violating city law by soliciting campaign contributions for Ms. Quinn while working for her.

In announcing the sanction on Monday, the city’s Conflicts of Interest Board said in a statement that around April 2007, the former aide, Maura Keaney, made between six and a dozen phone calls to union representatives to ask them to be on the host committee for a fund-raising event for Ms. Quinn’s re-election bid. The ethics board, which fined Ms. Keaney $2,500, noted that serving on the host committee required a campaign contribution. (NYTimes : Ethics Panel Fines Ex-Aide to Speaker)

Moreover, the Association for Neighborhood and Housing Development, a nonprofit group, which has publicly supported Speaker Quinn's campaign platform for several years, requested $100,000 in City Council slush funds for each of the past three years to advocate for Speaker Quinn. City Council Members Fear Budget Revenge if They Don't Endorse Quinn

Many City Council members are wary of endorsing candidates in the 2013 mayoral race until after budget season because they're afraid a vengeful Speaker Christine Quinn will cut their share of $50 million in discretionary funds, DNAinfo.com New York has learned.

The funds, which are controlled by the speaker, are dished out to members each summer to fund constituent-pleasing services, such as community centers and seniors programs. While Quinn’s office has long insisted that the money is allocated based on districts' needs, it’s no secret that members on Quinn’s good side tend to profit — while those who cross her get their budgets slashed.

And many Council members now worry that endorsing a rival in the mayor's race, where Quinn is widely perceived as the front-runner, will result in the same fate.

“I definitely think that discretionary funds will be wielded as a weapon in the fight for endorsements,” said one Democratic Council member, who, like nearly a dozen others who spoke to DNAinfo.com New York, asked for anonymity to avoid angering Quinn.

“Certainly, that is the elephant in the room,” another member said.

“It’s a legal form of blackmail," still another member said.

To avoid retribution, some Council members are weighing postponing their endorsements until July, after the budget is adopted and Quinn no longer has sway over the money.

Street Vendors Target Christine Quinn

New York's vendors face $1,000 fines for minor infractions. But City Council Speaker Christine Quinn has the power to help make things right - but she does not. Why ?

Dear Speaker Quinn,

In 2006, the Bloomberg administration quadrupled penalties on licensed street vendors, from a maximum of $250 to a maxiumum of $1,000 per ticket. After filing two lawsuits which were successful but only temporary, the Street Vendor Project turned to City Council for permanent relief. In November 2010, Council Member Stephen Levin introduced two bills to lessen the fines. Intro 434 lowers the maximum fines from $1,000 to $250. Intro 435 makes sure that fines escalate only on vendors who repeatedly commit the same infraction.

The past two years, SVP has had countless meetings with council members, chambers of commerce, and community board members. We wrote boatloads of letters. We gathered thousands of signatures. We made videos. We got a ton of press. Eventually, in April 2012, the City Council Consumer Affairs Committee held a public hearing on Intros 434, 435, and several other vendor bills. Hundreds of vendors turned out to show their support. Many immigrants’ rights and other organizations testified in favor. The University of Wisconsin even published a study showing that reducing fines would increase revenue to the city’s coffers. Yes, lowering fines would increase revenues, because vendors could actually pay them!

And yet, more then six months later, the bills have not received a vote. Why not? Christine Quinn, the Council Speaker, controls whether a vote is called. She is a supporter of easing burdensome regulations on small businesses. She has indicated that her office is “looking into“ whether to lower the fines. Yet, like with other bills, she seems to be dragging her feet. To help give her a push (and show that vendors are highly visible in the public realm and therefore powerful), SVP is posting hundreds of signs on vending carts all over the city.

Congresswoman Nydia Velázquez demanded a vote on the paid sick days bill, which was introduced almost three years ago and has a veto-proof majority of sponsors in the City Council (37 out of 51). But New York City Council Speaker Christine Quinn blocks a vote, because Speaker Quinn receives support from pro-business lobbyists Emily Giske and Kathryn Wylde.

Will There Be An Investigation Into Christine Quinn's City Council Redistricting Scandal ?

NY1 reported that New York City Council Speaker Christine Quinn was forced to respond to allegations that she is influencing the City Council redistricting process in order to help shore up support in her bid to become the city's next mayor.

The complaints came from people like Councilwoman Melissa Mark-Viverito, whose East Harlem district was changed drastically to become a majority Bronx district. Some say a backroom deal was cut between Quinn and Bronx leader Carl Heastie, where he would get more power while Quinn gets his support for her mayoral bid. The speaker and Heastie both deny this. Quinn Angers Chelsea Voters Due To Absence From Chelsea Market Hearing

The Chelsea Market Expansion Plans Puts Quinn At Risk Of Losing The Support Of Core Manhattan Voters

New York City Council Speaker Christine Quinn was absent from a City Council Hearing about the zone-busting real estate development expansion project for Chelsea Market by its owner, Jamestown Properties. Speaker Quinn's decision to blow off the hearing angered some of her core supporters.

“It’s her council district. She was elected from a district, even though she’s now got citywide ambitions, and she should be here to hear testimony about a project that’s going to destroy her community,” Michael McKee told The Wall Street Journal. Mr. McKee once worked with Speaker Quinn back in 1989, when she was an organizer with the Housing Justice Campaign.

“She was a great community organizer. She was one of the best I’ve ever met,” Mr. McKee added, “but I don’t know where that Chris Quinn is.”

Quinn spokesman Justin Goodman said the speaker doesn’t always appear at hearings, even for projects in her own district. The spokesman noted that she also missed a hearing last year on the closing of St. Vincent’s Hospital.

Many of his fellow reformers felt that Citizens Union puppet general Dick Dadey sold out last year when he supported Albany's compromise to put off independent redistrict for 10 years. But nothing can compare to Dadey and the rest of the goo-goos, editorial boards', and reformers' silence on the corruption going on with the City Council redistricting operation. For starters, the appointed council redistricting commission is controlled by two people supporting Quinn for mayor in 2013 : the council speaker herself and her puppet master the mayor. Although the redistricting commission work has just begun, there are already reports that county bosses Crowley and Lopez, ethic and minority leaders are already dealing with Quinn operatives to cut districts favorable to them or those they support in exchange for their endorsement for Quinn's 2013 mayoral bid.
